Dopo un anno di Meloni l’Italia è più ingiusta
Non è più solo una nostra opinione, ma un dato di fatto: l’Italia della destra è più povera e più ingiusta. Emergono i primi veri segnali di difficoltà di una compagine di governo davvero non adeguata alla sfida. Meloni e i suoi ministri stanno tradendo una dopo l’altra tutte le promesse fatte agli elettori. Il disastro della gestione della crisi umanitaria legata all’immigrazione è solo l’ultimo atto. Emerge nelle sue politiche il volto della destra di classe che drammaticamente non contempla nelle sue scelte l’indicazione dell’art. 3 della Costituzione e l’obiettivo di «rimuovere gli ostacoli» che impediscono la realizzazione della persona.
NE È SEGNALE EVIDENTE il disinteresse totale nei confronti delle rivendicazioni degli studenti che in questi giorni denunciano i rischi legati all’abnorme caro libri o degli alloggi per continuare a studiare. Le disuguaglianze aumentano e questo è un pericolo sempre più grande per la democrazia stessa. In questo quadro desolante, fa bene il Pd di Elly Schlein a puntare proprio in questa fase su una identità chiara, ancorata soprattutto alla necessità di creare giustizia, mobilitare il Paese e avere una cultura unitaria nei confronti delle altre forze politiche e gli attori sociali.
Ci aspetta un autunno molto difficile. L’economia internazionale è in rallentamento, e tutti gli indicatori indicano una frenata dell’economia italiana. Altro che locomotiva d’Europa, come diceva Meloni qualche tempo fa! Nel secondo trimestre 2023 il PIL italiano è diminuito dello 0,4%, una diminuzione oltre le attese. Nelle “European Economic Forecast Summer 2023” diffuse l’11 settembre 2023 dalla Commissione Europea le stime di crescita del PIL dell’Italia sono state riviste al ribasso di 0,3 punti per il 2023 e per il 2024. Gli ultimi dati sulla produzione industriale, sulla fiducia di imprese e consumatori sono tutti negativi. Ormai sono palesi gli errori e i ritardi nell’attuazione del Pnrr, o l’assenza di visione su tematiche importanti legate all’innovazione e alla sostenibilità. Anche l’occupazione rallenta, e restiamo il Paese europeo con il più basso tasso di occupazione femminile.
L’inflazione continua a rimanere elevata. Negli ultimi due anni i prezzi al consumo sono aumentati del 14,3%. In particolare, i prezzi dei beni alimentari sono aumentati del 21,7%. I prezzi delle spese per l’abitazione, l’acqua, l’elettricità e i combustibili sono aumentati del 35,9%. Un salasso per le famiglie italiane, una vera emergenza sociale. Molte famiglie sono costrette a tagliare anche i consumi alimentari per contrastare il carovita. L’Istat ci dice che gli italiani rispetto a un anno fa hanno comprato il 4,7% in meno di prodotti alimentari.
In questo scenario, è stato un grave errore il taglio delle risorse per combattere la povertà, mentre appare sempre più urgente aumentare i salari e approvare il salario minimo. Non si ha l’impressione che la situazione possa migliorare nei prossimi mesi, anzi. Dalle notizie circolate si prevede una manovra per il 2024 inadeguata, che arriva dopo mesi di sottovalutazione del rallentamento dell’economia e delle conseguenze dell’inflazione. Non ci sono risorse: con questo governo il debito pubblico ha raggiunto il record di oltre 2.800 miliardi di euro, oltre 100 miliardi di debito in più tra settembre 2022 e giugno 2023. Un fardello pesantissimo, aggravato anche dall’aumento dei tassi di interesse. Utilizzeremo sempre più risorse solo per ripagare gli interessi sul debito.
MA IL GOVERNO HA POCHE risorse anche perché pesano gli errori sul PNRR e sulle azioni di contrasto all’evasione fiscale. A rischio sono gli investimenti nei servizi pubblici, già con la manovra 2023 c’era stato un deciso taglio della spesa reale per scuola e sanità. In questa situazione, il governo ha passato l’estate tra gaffes dei ministri, polemiche striscianti e la perenne ricerca di capri espiatori a cui dare colpe. Ora l’arrivo di Mario Draghi segna una svolta, perché rilancerà lo sviluppo del processo di integrazione europeo. Ma la sfida sarà qui, da noi in Italia. Si apre uno spazio enorme e forse inaspettato per la costruzione di un’alternativa. Ci sono riforme giuste che il Paese aspetta e che sta a noi spingere, a partire dal salario minimo. La destra ha vinto cavalcando i problemi che generano le paure, ma ora quei problemi non sa risolverli. A noi il compito di aprire una fase nella quale, di nuovo, le persone possano sentire vicina alla loro condizione umana una politica diversa.
NON CI SONO SCORCIATOIE e la strada non sarà breve, ma è un cammino da compiere nelle piazze, nei quartieri, nella ricchezza delle aree interne, nel cuore delle comunità, guardando negli occhi le persone per confrontarci, ascoltare e costruire insieme un progetto diverso di vita. Se la destra coltiva le paure trasformandole in rabbia, a noi il compito di comprendere quelle paure e dargli invece una speranza.
P.S. Quasi le stesse identiche persone che per anni hanno criticato il Pd perché troppo distante dagli ultimi e troppo partito delle Ztl, ora criticano perché «il Pd è troppo di sinistra». Una stravaganza francamente insopportabile. Essere vicini alla condizione e solitudine umana delle persone e offrire speranza invece che rabbia è semplicemente giusto e continuo a credere sia quello che la storia chiede da sempre a noi.
